What is CWELCC?
The Canada-Wide Early Learning and Child Care (CWELCC) system is a federal-provincial agreement that aims to make regulated childcare more affordable and accessible for Canadian families. In Ontario, CWELCC has fundamentally changed how childcare centres operate — introducing fee caps, new reporting requirements, and workforce compensation standards that every enrolled centre must follow.
For directors, staying compliant means tracking a complex set of requirements across billing, staffing, and enrolment. This guide breaks down what you need to know in 2026 and how technology can help you stay on top of it.
Fee Cap Requirements
Under CWELCC, Ontario has implemented a phased reduction in parent fees. Centres enrolled in the program must charge fees at or below the government-mandated cap. These caps vary by age group and are updated annually by the Ministry of Education.
Key requirements for fee cap compliance:
- Base fees must not exceed the published daily or monthly cap for each age group (infant, toddler, preschool, kindergarten, school-age).
- Fee reductions must be applied transparently on invoices and clearly communicated to parents.
- Centres must maintain records of all fee adjustments and subsidy calculations for audit purposes.
- Any fees charged above the cap (such as optional enrichment programs) must be clearly separated and documented as non-base fees.
CubbyPro automatically applies CWELCC fee caps to invoices based on each child's age group, ensuring your billing is always compliant without manual calculations.
FTE (Full-Time Equivalent) Calculations
One of the most complex CWELCC requirements is FTE tracking. The Ministry uses FTE data to determine funding allocations, verify enrolment counts, and ensure centres are operating within their licensed capacity.
FTE calculations are based on:
- The number of hours each child is enrolled per day and per week.
- Full-time children (6+ hours/day) count as 1.0 FTE; part-time children are calculated proportionally.
- FTE reports must be submitted monthly or quarterly as required by your CMSM (Consolidated Municipal Service Manager).
- Discrepancies between reported FTE and actual attendance can trigger audits.
Manually calculating FTE across dozens or hundreds of children with varying schedules is error-prone and time-consuming. CubbyPro calculates FTE automatically from your attendance data, generating export-ready reports that match the Ministry's format.
Workforce Compensation and Compliance
CWELCC includes provisions for early childhood educator compensation. Centres must demonstrate that they are meeting wage floors for qualified staff and that compensation increases are being passed through as required.
- RECE (Registered Early Childhood Educator) staff must be paid at or above the provincial wage floor.
- Centres must track and report wage grid compliance for all staff positions.
- Documentation of staff qualifications, certifications, and compensation must be maintained for audit purposes.
Reporting and Reconciliation
Centres are required to submit regular reports to their CMSM, including:
- Report of Admission (ROA) — monthly enrolment and discharge reporting.
- Fee Reconciliation — quarterly or annual reconciliation of fees charged vs. caps.
- Financial Reporting — annual financial statements demonstrating how CWELCC funding was used.
- Staffing Reports — workforce composition, qualifications, and compensation data.
CubbyPro generates all of these reports directly from your operational data — attendance, billing, and staff records — so you spend minutes rather than hours on compliance paperwork.
How CubbyPro Automates CWELCC Compliance
CubbyPro was built with CWELCC compliance at its core. Rather than bolting compliance onto an existing platform, we designed our billing, attendance, and staffing modules to produce CWELCC-ready outputs from day one.
- Automatic Fee Caps — invoices are generated with age-appropriate fee caps already applied.
- Real-Time FTE Tracking — FTE is calculated continuously from actual attendance data.
- Export-Ready Reports — ROA, fee reconciliation, and staffing reports export to CSV in the format your CMSM expects.
- Audit Trail — every billing adjustment, fee change, and enrolment action is logged for audit purposes.
- Workforce Dashboard — track RECE certifications, wage compliance, and expiry dates in one view.
