Regions: location and funded-by

Every home has two region fields and they behave differently.

Location comes from the address and drives provider pay rates and funding. Changing it requires a typed confirmation and triggers a pay recalculation. Only change it when the provider physically moves.

Funded by is informational only. It records which municipality funds the placement for revenue reconciliation. It never changes what the provider is paid.
